Possible Solution: The steering on these models is electro-hydraulic. While the high-power fuse (Maxi-fuse) powers the pump motor, the F7 fuse powers the control signal (the “command” to turn on the pump). If this 10A fuse blows, the pump will never receive the command to turn on. Check that the power steering fluid level has not overflowed and wetted the pump’s electrical connectors.
